
In Mexico City and in some municipalities of the State of Mexico, the Hoy no Circula program is in operation, aimed at reducing the concentration of pollutants in the Valley of Mexico generated by vehicles. This measure is applied during specific hours, from 05:00 to 22:00 hours.
During this period, vehicles with red stickers and whose plates end in the numbers 3 or 4 are prohibited from circulating. However, there are exceptions to this restriction. Vehicles with hologram 0 or 00 can circulate without inconvenience every day. Agricultural tractors, construction and mining machinery, motorcycles, among others, are also exempt from this restriction.
In case of non-compliance with the Hoy no Circula, fines in Mexico City can range from 20 to 30 times the value of the Measurement and Update Unit (UMA), which corresponds to amounts between two thousand 262 and three thousand 394 pesos. In addition to the fine, the cost to tow the vehicle varies depending on the towing capacity of the crane, which can range from 919 to one thousand 833 pesos. Furthermore, there are additional restrictions for vehicles with hologram 2 or foreign plates.
The Hoy no Circula program also includes limitations for certain vehicles on Saturdays, according to the hologram and the plate endings. Additionally, rules are established for foreign vehicles regarding the last number of the plate for circulation during the week.
In the State of Mexico, the Hoy no Circula applies in several municipalities, including Atizapán, Ecatepec, Naucalpan, Tlalnepantla, among others. In Mexico City, it covers all boroughs, such as Álvaro Obregón, Cuauhtémoc, Iztacalco, Tlalpan, among others.
